DREAMING THE FUTURE = Soñando el Futuro

   Since 1989, the administrations of former President Carlos Mennen had pursued the policies of the IMF, with its market-oriented restructuring, its emphasis on deregulation, privatizations and curtailment of government spending. In order to satisfy the IMF policies, the government conducted drastic budget cuts, especially in the areas of health and education. The collapse of the economy in Argentina during the last half of 2001, following four years of recession, and the country's default on its foreign debt, raised the unemployment rate to 25% and the poverty rate to 50%.

   Desde 1989, la administración del ex-Presidente Carlos Mennen había seguido la política del FMI, con su re-estructuración orientada hacia las corporaciones y su énfasis en quitar las regulaciones en el mercado. Para satisfacer lapolítica del FMI, el gobierno realizó cortes drásticos en el presupuesto, especialmente en las areas de salud y educación. El colapso de la economía en Argentina durante el fin del 2001, después de cuatro años de recesión, y el no poder pagar la deuda externa, alzó el nivel de desempleo al 25%, y el de pobreza al 50 %.
